PENSACOLA, Fla. (WKRG) — A Northwest Florida couple is facing cruelty towards a child and child neglect charges after deputies say a child in their care was found wandering on Gulf Beach Highway.

The arrest report states on October 14th, a woman was driving along Gulf Beach Highway when she noticed a man trying to stop a young girl from running into traffic. The woman worked for the Children’s Health Society and felt compelled to check on the young girl. The girl told the woman she did not want to go home because James and Leslie Bailey were mean to her.

The child told the woman she was hit with a whipping stick, and that they hit her on the bottom of her feet causing them to blister, according to the arrest report.

Deputies spoke with the child who was around four years old. Deputies say the child’s feet were purple and had cuts on them. She also seemed dehydrated according to deputies.

EMS stated in the arrest report that the girl had a lot of dandruff and looked as if she had not showered in quite some time.

Leslie and James Bailey were both arrested. The report does not indicate the relationship between the couple and the child.
