First Mobile City Council President passes away

MOBILE, Ala. (WKRG) — The first-ever president of the Mobile City Council has passed away. Friends say Charles Chapman had been battling emphysema.

Mobile adopted a new form of government in 1985 and Chapman was president for both terms that he served on the council. He represented district four until 1993.
