New boundaries for seats on the board of North Carolina's largest school system are being challenged in federal court two months after the General Assembly approved a Republican-backed map.

Thirteen county residents and two local groups sued Thursday in Raleigh, saying the new lines for the Wake County Board of Education violate "one-man, one-vote" requirements of the state and federal constitutions.

The new law keeps the board at nine members but moves elections from odd-numbered years to even-numbered in 2016. Voters now only elect their district's representative, but two seats will be turned into regional posts. The plaintiffs allege some districts will be overpopulated, weakening the power of voters within compared to adjacent districts.

The Wake board has been mired for years in partisan infighting and changing student assignment plans.
