The federal appeals court in Atlanta has upheldcorruption convictions of former Orange Beach, Ala., Mayor Steve
Russo in a scheme involving land deals in the beach resort.
A three-judge panel of the 11th U.S. Circuit Court of Appeals
reversed one of Russo's 2006 convictions, personal use of campaign
funds. The judges said Monday that campaign contributors, not
taxpayers, were deprised of the mayor's "honest services" in that
case.
The panel also upheld convictions of former City Attorney
Laurence Peter Sutley in the scheme but reinstated a conspiracy
conviction of beach developer Ken Wall. The government had appealed
a decision by U.S. District Judge Kristi DuBose to vacate that
conviction.
