A federal appeals court says it will not hold a former Gulf Coast sheriff liable for an honest mistake in destroying plants that resembled marijuana but were found to be deer bait.

There were some 30,000 FEMA trailers in Harrison, Hancock and Jackson counties in the days after Hurricane Katrina and more than 9,000 in January. Gov. Haley Barbour says the decline is a good indicator of the overall recovery effort.
