The Pentagon says there's no guarantee it can select a new winner by the end of the year. Chief Weapons buyer John Young also acknowledged that another protest was possible because "it's hard to see a situation" where the companies involved would accept losing.

Defense Secretary Robert Gates said the Pentagon would conduct a limited rebid for the $40 billion tanker contract that looks only at issues where the GAO found problems in the initial bidding.
