An Escambia County judge says Pompeyo Morales "made a mistake and clearly cares for the dog."
Morales claims that he forgot he tied his chihuahua, named Bugsy, to the passenger-side mirror of his truck. He was arrested on animal cruelty charges after other people saw the dog being dragged down the road.
The judge ruled Thursday that Morales can get the chihuahua back as soon as he pays the dog's medical bills. But Morales tells News 5 he does not have $2,000.
He's scheduled to be in court next week to be arraigned on animal cruelty charges. Morales says the prosecutor told his attorney the case could be dropped if Morales pays the medical bills and gets his dog back.

At least this got the attention of the legal system. Escambia and Baldwin Counties do a wonderful job of investigating and prosecuting animal abuse. However, here in Mobile, the system stinks. If you watched the report by our SPCA official yesterday, it says to call them with any suspected dog-fighting. Well, guess what? I know someone who did and they were told SPCA does not handle that. Neither does Animal Control, the county law enforcement or anyone else it appears for that matter. I know of several starved horses and dogs in this area that have also not been seized, because of the pathetic attitude of our “ investigators.” I guess if you want to abuse or mistreat animals, you should come to Mobile, because nobody cares.
