13 to register as a sex offender.
The measure makes tongue-kissing-a-child a criminal misdemeanor
punishable by up to a year in jail and a $2,500 fine.
The proposal passed the state legislature by a nearly unanimous
vote. The only vote against it came from a delegate who had pushed
for the crime to be classified as a felony. The bill now heads to
Virginia's governor, who supports it.
The kissing law was introduced on behalf of a woman whose
10-year-old daughter was French-kissed by the 62-year-old husband
of her babysitter. The man was charged with a crime, but wasn't
required to register as a sex offender.

It sounds good at a passing glance but i would have to look deeper into the law.What evidence would be necessary to prove it actually happened?would the accused get to face their accuser in court ,seeing as the accuser is a minor.The laws most often favor the accused.To be a good law it would have to have a firm foundation to stand on,in my very humble opinion that is.
