under the age of 18 from using cell phones when they're behind the
wheel of a vehicle.
Representative John Legg has filed a bill that would prohibit
minors from talking on a cell phone when they're driving.
Earlier this year, legislation that would have banned all
drivers from using cell phones didn't go anywhere.
Legg says restricting the ban to minors makes more sense because
those are the drivers who need to be completely focused on the
road.
Seventeen states currently have laws restricting cell phone use
for teenage drivers, according to the Insurance Institute for
Highway Safety.
Six states and the District of Columbia have banned all drivers
from using handheld cell phones.
Six more states allow local governments to ban drivers from
using cell phones.
But Florida is one of eight states that prohibits local
governments from issuing such a ban.

Really though if you’re talking on the phone, there is no way for the mind to be fully on the task at hand. And that goes for driving your shopping carts in the stores with a phone growing out of the head. Nobody else wants to hear someone elses simple minded superficial one-sided conversation.
