The catch is the deal would only happen if EADS and Northrop Grumman win a $40 billion air force tanker contract to build air refuelers.
That contract should be decided in February.
Building commercial planes would bring in hundreds of additional jobs.
Again, the official Airbus announcement is expected on Monday.
