The bell for round two rang Wednesday in the fight over Air Force tankers.
And this time, the U.S. Department of Defense is handling everything.
Director of Defense Procurement and Acquisitions Policy Shay Assad held a news conference to answer questions about the second round of bidding for the Air Force tanker contract.
He emphasized several times that Northrop-Grumman and Boeing should have no trouble understanding what the department wants in a tanker.
Assad said, "We've tried to be meticulous in insuring that the (companies) have a very clear and unambiguous understanding of the relative order of importance of our requirements."
Then, the Defense Department official took up the issue of value.
Assad said, "We will recognize value over threshold as it regards to fuel offload."
Is this good news for Mobile?
In reacting to the news conference, Northrop-Grumman spokesman Randy Belote told News Five that Northrop Grumman's KC-45 tanker is more effective and efficient in aerial refueling capability than Boeing's.
He said the KC-45 might cost more to fly from one point to another.
But Belote said since it's a larger plane, it can fly more fuel more efficiently in the long run.
Mobile Mayor Sam Jones said this round of judging should focus on the planes themselves instead of the bidding process.
Mayor Jones said, "Actually, our competitor Boeing has not built an aircraft yet. (It) has not built a tanker yet. So, they have a paper offering, we have an actual offering."
Department of Defense officials said they should finish evaluating both proposals and award the contract right around New Year's Eve.

“It is my understanding the content and schedule laid out by the Pentagon not only addresses all the issues raised by the GAO but also provides the foundation for the selection of the best tanker. That is the only thing Alabama has ever insisted on. I hope Congress will not interfere with the aggressive schedule the Pentagon has established because our men and women in uniform deserve a solution to this ongoing controversy.”

“While I am still reviewing the draft Request for Proposal, it is my hope that it will address GAO's eight recommendations in an equitable manner,” said Shelby. “Moreover, I am gratified that the plan appears to bring this needed capability into the hands of our warfighters as quickly as possible. I remain committed to ensuring that this is a fair, open and transparent process that serves our men and women in uniform in the best way possible.”

michaelc you keep saying Boeing MAY VERY WELL GET a different result!  Did you people not READ the GAO report?—
We all read the GAO report and know what it says and Boeing is getting it’s way with a rebid and now they are complaining about the rebid.  Boeing will only be happy when they are awarded a sole source contract.

So that is a moot point. 

Why doesn’t Boeing just put forth a larger tanker and then the whole arugement Boeing has is gone.

But Boeing is not going to do that because they are trying to dump the 767 off on somebody.  Why not give the Airforce the newest technology verse the old junker planes that are going to be a mix match set of parts?

Boeing MAY VERY WELL GET a different result!  Did you people not READ the GAO report?  The report clearly states that if not for the errors committed by the Air Force selection process, Boeing my VERY WELL HAVE BEEN SELECTED!  It amazes me that seemingly intelligent people can not grasp this simple fact.

michaelc - I’m not sure I know what you are trying to say.  I quoted Shay Assad, the U.S. Defense Department’s director of procurement and acquisition policy.  He says there was no substantial change in requirements.  They just addressed the procedural issues raised by the GAO.
. Boeing is free to re-submit their bid as is, or put forth another product altogether.  That is their call.

michaelc , here you go, boeing already the sore loser again. boeing lost they need to get over it. boeing is holding our airforce hostage, for the tanker deal. if boeing can not buy their contracts they will find a way to steal them.
this is crazy, boeing now knows what eads has and is using any excuse to force a complete rebid. boeing is making it clear they will use any means to control our military, if they can not profit then the military will not get the aircraft they need.

Last time I check they did lose the second time and then they protested the Award and now we are at round number 3.  That is if you count the first time when the Boeing CFO and the Air Force Procument Officer went to jail.
So michaelc why doesn’t Boeing submitt plans for a larger refueling tanker?

You might want to re-read the GAO report BamaBob.  the report never once said the RFP needed to be changed, only that the criteria and rules for selection set forth by it were not follow.  Run the proposals against the ORIGINAL RFP actually doing what it says and lets see what happens.  If Boeing loses, so be it.

I agree with BamaBob Boeing is telling the military what to buy instead of reading what they want and then delivering a refueling tanker that meets those requirements.  Boeing is being given the chance to redo their proposal and submitt a larger plane if they want to.  But instead of doing this Boeing wants to submitt the same proposal again and then expect different results.

The revised request incorporates changes recommended in June by the Government Accountability Office, according to Shay Assad, the U.S. Defense Department’s director of procurement and acquisition policy. It does not otherwise represent a “substantial” modification in requirements, he told reporters at a briefing.

“Both sides got something they wanted and both sides got something they didn’t want,” aviation analyst Scott Hamilton said later in a phone interview.

The Air Force and apparently the DoD now, have a real problem understanding that they can’t make up the rules as they go.  Reevaluate the proposals under the original RFP, applying the rules stated, and if Boeing loses, so be it! 

The only thing this ‘revised’ RFP is doing is changing the rules to justify the original decision.  I know it, Congress nows it, and the majority of the American people know it.

Boeing seems to be having a real problem understanding that the customer is supposed to get what they want for the money they are willing to spend instead of something the builder can’t unload on the open market anymore.
