The bell for round two rang Wednesday in the fight over Air Force tankers.
And this time, the U.S. Department of Defense is handling everything.
Director of Defense Procurement and Acquisitions Policy Shay Assad held a news conference to answer questions about the second round of bidding for the Air Force tanker contract.
He emphasized several times that Northrop-Grumman and Boeing should have no trouble understanding what the department wants in a tanker.
Assad said, "We've tried to be meticulous in insuring that the (companies) have a very clear and unambiguous understanding of the relative order of importance of our requirements."
Then, the Defense Department official took up the issue of value.
Assad said, "We will recognize value over threshold as it regards to fuel offload."
Is this good news for Mobile?
In reacting to the news conference, Northrop-Grumman spokesman Randy Belote told News Five that Northrop Grumman's KC-45 tanker is more effective and efficient in aerial refueling capability than Boeing's.
He said the KC-45 might cost more to fly from one point to another.
But Belote said since it's a larger plane, it can fly more fuel more efficiently in the long run.
Mobile Mayor Sam Jones said this round of judging should focus on the planes themselves instead of the bidding process.
Mayor Jones said, "Actually, our competitor Boeing has not built an aircraft yet. (It) has not built a tanker yet. So, they have a paper offering, we have an actual offering."
Department of Defense officials said they should finish evaluating both proposals and award the contract right around New Year's Eve.

“It is my understanding the content and schedule laid out by the Pentagon not only addresses all the issues raised by the GAO but also provides the foundation for the selection of the best tanker. That is the only thing Alabama has ever insisted on. I hope Congress will not interfere with the aggressive schedule the Pentagon has established because our men and women in uniform deserve a solution to this ongoing controversy.”

“While I am still reviewing the draft Request for Proposal, it is my hope that it will address GAO's eight recommendations in an equitable manner,” said Shelby. “Moreover, I am gratified that the plan appears to bring this needed capability into the hands of our warfighters as quickly as possible. I remain committed to ensuring that this is a fair, open and transparent process that serves our men and women in uniform in the best way possible.”

If exercising their legal right to protest constitutes ‘backroom tactics’, they yes.  Boeing is guilty as charged.  Also, Boeing has no more control over funding of the contract than EADS/NG does, that is Congress’ job.  And don’t even start in on the lobbying #### because ALL companies do it, it’s not mutually exclusive to Boeing.

Again, I HAVE to ask; did any of you read the GAO findings?  EADS/NG in no way shape or form won across the board!!  The Air Force made a good show of trying to convince everyone that was the case, but the facts do not support that statement.
FACT: The KC-767 had three times the positive discriminators than the EADS/NG proposal
FACT: The KC-767 was the least expensive
FACT: The KC-767 is far more survivable
FACT: The KC-767 is more fuel efficient
FACT: The KC-767 can operate from far more bases

As far as subbing the 777 for the 767, it’s not as simple as through overtime at it.  The 777 proposal was not prosued once the Air Force rejected it.  A 777 proposal would take a year or better to put together.

Rosepetal, please ask Alabama Aircraft Industries how much ransom they want to release tour Air Force so Boeing can get on with much needed KC-135 maintenance.  A contract they have lost twice, protested twice, and are now suing over.

If you REALLY believe that Boeing, by exercising their LEGAL right to protest the obviously flawed selection of EADS/NG, AND WON in case you hadn’t heard, they are holding the Air Force ransom, you are truly blind.  The Air Force, and Air Force is two words by the way, is the one responsible for this mess., not Boeing.

Boeing knew full well about those revisions and so did all the analyst watching this deal.  Almost everyone of them thought the changes made Boeing the unquestionable winner.  Then they learned that NG had beaten Boeing across the board on every major technical issue.
. The AF does not want the 767 and it does not want the 777. So what will Boeing push now?  The 787 “Dreamliner” that has turned into a nightmare?

michaelc , please ask boeing how much ransome they want so they will release our airforce. quit handing out the bull and get to the facts. boeing and their pocket politicians should be charged with treason. quit making excuses for them to steal the contract. boeing should have given the tanker to the airforce free of charge after all the tax dollars they have stolen from the american taxpayer.

Well if they have as you say already put together both of them as proposals then they should be able to do the revisions and put forth the 777 as the tanker.  I am sorry but with Boeing’s deep pockets they can pay overtime and anything it takes to win this billion dollar contract if they want to.  But instead of stepping up to the job they are using backroom tactics to get a sole source contract.  They are also trying to cut the funding for the contract.

“RFP was revised to broadened the playing field”

More like broadened so EADS/NG wouldn’t walk away!  At least twice EADS/NG threatened to walk away if changes weren’t make to the RFP to keep them competitive.  Pretty easy to win when you get to change the rules to suit your proposal.
