People who live in the Theodore and Tillman's Corner areas have long heard about the possibility of annexation.
But many say Thursday was the first day they heard about an official move from the city.
Randy Torbert is vice-chairman of the Theodore Improvement Association.
Torbert said although the group hasn't taken a stand on annexation, he doesn't think that any improvement that may come in police, fire or garbage collection services is worth the cost, like paying more at stores.
Torbert said, "It (annexation) is going to come with a price, either higher taxes at the point of sale or higher property taxes."
Robert Walker said he's lived in Theodore for more than 60 years and likes the idea of annexation.
He said he'd like to see more playgrounds and parks.
Walker said, "There's no place in this area right now where the children can go to have recreation, and that's one of the things I believe that the city should (do): come in (so) that we can have recreation for the children."
Mark Hendry owns Southern Automotive in Tillman's Corner.
He said he likes things the way they are.
Hendry said, "Outside of what we already have, I'd like to see what's going to be offered, outside of an additional 1.5 percent tax increase."
Another unanswered question right now is, how would this round of annexation affect Mobile Public Schools?
When the Schillinger Road Corridor was annexed, school system officials say they lost about $2.5 million.
School finances are even getting the attention of annexation supporters.
Walker said, "I think that if this thing comes in, the city would have to come in and help the school system out."

Check out the corridor along Moffett Road and how they are trying to grab the Semmes WalMart on the corner of Schillinger and Moffett.  Same thing goes!  They deliberately excluded the residents and only included the businesses that HAS NO VOICE and cannot have a vote!

About the school system losing—

With the annexation of the Schillinger/Airport Blvd area, the Mobile County Public School System lost an estimated $2.5 Million dollars per year for a period of 5 YEARS.  That’s an estimated $12.5 Million dollars! 

And, just so everyone knows, it was in the news that the Superintendent, Roy Nichols asked the City for help and for this 0.5% sales tax back.  The Mayor of Mobile told Mr. Nichols that the City has its own financial problems and basically “NO”.

How much tax revenue do you think our school system will lose for the next FIVE YEARS with this RECENT annexation effort?  If the Airport/Schillinger cost the schools $2.5 Million per year, I’d say that between the Tillman’s Corner business area and the Semmes Walmart, you’re probably looking at $3 Million to $5 Million per year or a total of $15 to $20 Million over the next 5 years!! 

WHO LOSES??  THE CHILDREN OF MOBILE COUNTY!!!!

In order for these pirates to successfully pillage the riches in the area, they have to draw some rather peculiar lines on the map and go far beyond their desired targets.  Those lines travel along Highway 90 and lasso a residential area in Theodore that has little to offer the city except for the needed votes to swing the decision their way.
. Just look at their map and you will see how carefully they avoided the more heavily populated areas both in Tillman’s Corner and Theodore.  Instead they take the delineation down a misshapen path and round up some voters that spoke to the mayor about annexation almost a year ago.
. Is this right?  Not only will it rob the county of this tax base, it will also provide partisan voters for the next mayoral election.
. That is known as Gerrymandering!!!

Even if I was in favor of the annexation, this blatant Gerrymandering of the City Limits puts me off BIG time!  It is reminiscent of a bygone time when such abhorrent strategies were used to sway votes in certain congressional districts.  The amazing thing is that it is so overwhelmingly obvious and no one is voicing any concerns.  Is it apathy, or ignorance?
. The city is targeting areas rich with retail and industrial revenue.  The planners then begin to survey residential areas that might find the “promise” of annexation favorable.  The lines on the map meander in a serpentine way across the topography, excluding those that might resist the change and including areas that have a high propensity for voting yes.
. This is a glaring example of political, partisan and racial gerrymandering!

No one will be seeing any new parks or rec centers in these areas in the near future.  They will also be paying through the nose for garbage pickup, water and sewer on top of the increased sales taxes at all the retail stores along Hwy 90.
. What will happen to all the new hotels in Tillman’s Corner?  What kind of tax burden will they have to pass onto their customers?
. Let’s hear from some of the people that live in the newly annexed area around Shillinger and Airport!  Let’s find out just what all they got for all the added expense of being part of the city!!!!!!!!!!!!!!

Do you really think the City would come in and help the school system if they lose more money due to annexation.  The City was not willing to help out when the schools were laying off workers and people realized that the schillinger road annexation cost the schools a lot of money.
