People who live in the Theodore and Tillman&apos;s Corner areas have long heard about the possibility of annexation. But many say Thursday was the first day they heard about an official move from the city. Randy Torbert is vice&#45;chairman of the Theodore Improvement Association. Torbert said although the group hasn&apos;t taken a stand on annexation, he doesn&apos;t think that any improvement that may come in police, fire or garbage collection services is worth the cost, like paying more at stores.
