A boater discovered the bodies of Amber McCranie of Pace and Zackery McCurley of Milton Sunday morning. They were both 18 years old.
A family member told News Five that the two were friends but do not know why they were at the boat ramp Saturday night.
Sheriff's deputies said at this time, they do not suspect foul play.
They collected evidence from the dock of the ramp but have not revealed if it might explain what happened to McCranie and McCurley.
Mary Coleman who lives nearby said she believed she and her husband saw the two sitting on the pier Saturday.
"Probably around 8:30 we left to go get something to eat and we just drove down there because the road's blocked and everything and on our way down there the car was parked and they were sitting at the end of the dock and it looked like they were just talking," said Mary Coleman of Milton.
Sheriff's deputies said the Marquis Basin boat ramp is a popular hangout for teenagers so it is not a surprise to find people in the area in the middle of the night.
