policy limiting ice distribution after a disaster is a "dumb
decision."
The Mississippi Democrat is sending the federal agency a letter
outlining his concerns and urging them to retract the policy. He
said Monday the change has left local officials trying to figure
out ways to make ice available for the general public.
At a National Hurricane Conference in Florida in April, FEMA
director R. David Paulison said the agency would only distribute
ice for medical emergencies or life-threatening situations.
The agency has traditionally provided ice to disaster victims,
particularly in areas with power outages.

you can help people out with money but you can not tell them what to spend it on . If they wast it then they have to do without lader. The only way to stop it is give food vouchers or clothing vouchers but money goes where the people that git it wonts to spend it.But water and ice every one can use that it doesent git wasted. Its what keeps you going till the power comes back on.
