News 5's Debbie Williams was at the Sheriff's Office when Richard Russell surrendered at 11:00 a.m.
Deputies believe Russell killed his girlfriend, 22-year-old Kendall Rogers and then buried her in a shallow grave. The Sheriff's Office recovered Rogers' body Wednesday afternoon. They received a tip that someone was buried in a wooded area off South Loop Road.
The medical examiner says Rogers died from blunt force trauma to the throat.
Rogers worked at a strip club called Ariety's Angels. She had a 22 month old child. Rogers and Russell had lived together for the last four months.
Investigators have seized a pick-up truck and a 4-wheeler they believe were used to transport Roger's body to the burial site. They've also recovered the shovel used to dig the hole and the clothes they believe Russell was wearing when he buried Rogers.
