Our city gov. recently spent $200,000 for a traffic/drainage study to fix dangerous roads/intersections-- then just put it on the shelf; spent millions on luxury items for special interests instead! (corporate airport , gym and pool expansion, tennis center, more ballfields, library, etc.) Got their priorities mixed up.  Hope no one dies because of the mistake. :-S
