Child Support Enforcement Needed in Escambia County Alabama

I would like to know why Escambia County Alabama (Brewton Court House) judges are not inforcing the orders that they make for child support without the custodial parent having to hire a lawyer to take the non-custodial parent back to court (costing the custodial parent about $3,000) in which they don’t have extra money in the first place. 
The child support is court ordered by the judge and all payments are made through the court system but when the payments are not made, it is the custodial parents burden to take the case back to court.  The judge may at that time order the non-custodial parent to pay the child support plus all court and lawyer fees within a certain time frame.  But if not paid nothing is done till the next time the custodial parent can take it back to court.  It is a never ending story.  (revolving door system)
Some kind of system needs to be put into action.  Innocent children are being affected by this situation.  It is not fair to them.  Please help, stand up for what is right and what is owed to the children left behind!
I beg you WKRG to help non-custodial parents get the answers needed to change this situation.
You may could check with Baldwin County for more information that could be put into action for Escambia County. They do have a system that issues warrants for dead beat parents when payments are past due.
