Spring Breaker Found Dead In Ditch Near Beach

PANAMA CITY BEACH, Fla. (AP) - Panama City Beach authorities say
they found the body of a 21-year-old spring breaker from Texas in a
ditch near the beach.
The body of Justin Richard Delval, of Katy, Texas, was
discovered Wednesday morning by another beachgoer. She told
officers she thought he had fallen from the balcony of a nearby
condo, but police say that's unlikely. The nearest balcony was 25
to 30 feet from where the body was found.
As police worked the scene, a group of men walking by told
officers they recognized Delval. They said they had met him the
night before at the nearby condo building, and he had been heavily
intoxicated.
Police aren't sure about they cause of death, but they say there
are no wounds that would indicate foul play.

So sorry to hear about this young man.  Prayers for his family and friends!

Where in this article did it say he was served at a bar?  I must have missed this somewhere.  But I do think Florida should consider a law for serving to visibly intoxicated persons.  I also think people should take responsibility for their actions.  GrandmaS, I am very sorry for your loss.

Spring Break has never made sense to me, why is it that schools close for a week in the middle of the spring? We don’t get a “Fall Break” in the middle of the Fall semester. We go to school August 18th until we get 3 days off for Thanksgiving (Nov 26-28) then we come back for TWO DAYS OF CLASSES, a week of exams then WINTER BREAK. Then classes start back up January 12 and continue until this week, which is currently Spring Break. We go back Monday and are in classes until May 1st. I’d rather get out in mid-April!

So sad for this to happen. Seems that every year we hear of bad things happening during spring break around Panama City.  Something needs to happen here.  Hopefully, and I don’t think it will but since Gulf Shores has a lot to offer during spring break the happenings are not so great.

Law Against Serving Intoxicated Persons                         

Florida is one of only three states that does not have a law prohibiting the sale of alcoholic beverages to intoxicated persons. States that lack laws restricting drink specials and lack laws prohibiting sales to intoxicated persons may have higher rates of binge drinking, impaired driving, alcohol poisoning, blackouts, violence, assaults, alcohol-related injuries and fatalities. A state law against selling or serving alcohol to intoxicated persons would help promote responsible beverage service. TAC supports adopting a law against serving intoxicated people.

Grandma, have you ever thought to think that your grandson may have been serving himself? It’s waaay cheaper to buy a few bottles of liquor than it is to buy 3 drinks at a bar during Spring Break.

No one FORCED those drinks down your grandson’s throat.

I’m sorry for your loss, but your grandson was 21 years old. Old enough to buy, old enough to drink…Old enough to know when he’s had too much already. You should have taught him about moderation and self-control. Don’t blame the bartenders.

WOOO! SPRING BREAK!

This young man is my grandson and I am devastated, as are his parents and siblings.  How many more young people have to die on Spring Break before there is some kind of regulation on how much alcohol can be served to a visibly intoxicated person.  This happens every year!

This kind of stuff always makes me sad.  Some kid goes on spring break, gets a little crazy and bad things happen.  I guess the fact that there has never been a way to prevent this sort of thing saddens me.  What ya gonna do…..
