Police Identify Teenager Run Over By Officer During Chase

Florida Pensacola  Police say 17-year-old Victor Steen refused to stop even after their officer flashed his lights and then shot a stun gun out his window.

PENSACOLA, Florida - The Florida Department of Law Enforcement has identified the teenager who was run over by a Pensacola police officer.

According to investigators, Officer Jerald Ard spotted 17-year-old Victor Steen at a construction site Saturday. When he tried to question the teenager, police say Steen took off on his bicycle. Ard flashed his lights, but Steen didn't pull over. Investigators say Ard then shot a stun gun out his window, but missed Steen. Steen then turned into a parking lot, crashed his bicycle and was run over by Ard's car. Steen was pronounced dead at the scene.

Ard has been placed on administrative leave pending the outcome of the FDLE investigation.

Lovepeace-to answer your question…there are circumstances where a taser should NOT be used. For instance,you wouldn’t use it on someone standing in water, or on the edge of a building. As to the use in this case-maybe,maybe not. If the kid was going full force on his bike in traffic, my gut tells me no. However,if he paused,or was in a non-congested area,it may have been within their protocol. The facts as I see it at this point are that we have a kid in the early morning hours at a construction site. A lot of crimes besides vandalism occur there. He could have been a look-out,or he could have been about to make off with a bunch of copper in his bikie basket.He was called over for questioning,and bolted.The officer reportedly hit both lights and sirens,and he still fled. Now at what point the taser was actually discharged (at booking it speed or hopping a curb speed) has not been reported. I have also heard the taser prongs didn’t even HIT him,so the whole taser thing would then be a moot point. Regardless, it could simply be an accident in which some will blame the cops, or it could be that this was not the right protocol for this instance. The one thing I am definitely positive of though,is that the kid would still be alive today,had he obeyed to begin with.

Christopher-while I can appreciate your situation, I really need to correct a few misconceptions. First, tasers cannot be “turned up.” It is not like a defibrillator to jolt someone in cardiac arrest. I’m not arguing what you thought you heard,just your interpretation of it. Secondly, you did what you are supposed to do-stop when requested to. Anytime an officer asks someone to stop,and they flee,it sends up big red flags. Rule of thumb,innocent people don’t run. Now,they may not be mass murderers,or gang bangers, or big-time drug runners-but 100% of the time when someone runs,there is a reason.Do you know the rest of the story from your incident? A cops primary goal in a situation where there is a suspect,especially an unknown one,or one who gives themselves reason to be considered “suspect” by acting ignorantly-is to subdue,restrain, and maintain order. Words may be spoken harshly, tasers may be used if needed,or even physical force-pressure points,a knee in the back,etc…They want the INNOCENT protected as much as they want the SUSPECT subdued. The last thing I would like to comment on about your story is this-cops are trained to use tasers.In fact,our MPD wrote the training video that is used nationwide and has been on some cop shows.That is because here,they take it to the next level-of actually using on each other.I do believe,this is the national standard. That being said,if you had to feel the sting of a taser,don’t you think you would hesitate to use it if possible?

This cop is a pig like tons others are. They need to chill out though. You wait and see.. When something big happens in america you will see diruption and mass panic

Will add though, I’m not crazy about the idea of using a taser from a moving vehicle on a suspect who is also traveling at a somewhat high rate of speed.  It was definitely jeopardizing the kid’s safety.  It’s my understanding that cops can’t use lethal force on a suspect who’s doing nothing more than running, and this one is definitely “questionable.”  I just don’t know enough facts to say it was definitely “wrong.” 

Anybody know the proper police protocal there?  I don’t think he meant to kill him, but can cops cause physical harm to stop someone from fleeing if they’re not sure why they’re running?  I don’t know the law on that.  It’s common sense that he was going to be at least hurt when he wrecked his bike. Personally, I don’t think it’s ok because it’s not worth risking a life when you don’t know why he’s running.  But if he was acting within the law, then I can’t say he was “wrong.”

This cop might have many painful nights bent over the silver toilet in his new home. I hope someone get their hands on a taser before they do him too. I’m just saying…
