Caseworkers Missed Threat To Baby Thrown Out Of Car Window

TAMPA, Fla. (AP) - A state report shows foster care workers
underestimated the domestic threat posed by a Tampa man now accused
of throwing his girlfriend's infant son out a car window.
According to a 13-page report from the Florida Department of
Children and Families, Jasmine Bedwell told caseworkers that
Richard McTear Jr. beat her on two occasions and threatened to harm
her son.
McTear is jailed on charges of kidnapping and murder after he
allegedly threw 3-month-old Emanuel Murray Jr. out a car window on
May 5.
An investigator from child protective services didn't think
McTear posed a serious threat because the mother promised to get an
injunction against him.
McTear's criminal history, which includes kidnapping
and burglary, was largely overlooked.

Yeah. I think that the mom is part to blame for this one. She knew that threats were made against her and her child so why put your self in a situation were you were in an enclosed vehicle with both you, your child, and the threat. I know if anyone threatened me or my child the least I would do is make sure that the person that threatened me did not get any closer than 100 yards from my child. And that is at the least. If a man ever laid his hands on me you better believe there is going to be consequences. If he threatens my child, he will be lucky to make it out with all his body parts still attached. This woman put herself and her child in a vehicle with this man? She put herself and the innocent child in harms way. This does not justify what this creep did. And this also does not make it any less tragic for the mother. However, I think her punishment is going to be that she has to live with the fact that she put herself and her child in that situation. As for the scumbag that threw the infant out the window like it was a piece of trash. Well let’s just put it this way. They do not take kindly to people who harm children in jail. I can guarantee you he has already started to get a dose of his own medicine. GET HIM BIG BUBBA! May this baby rest in peace. He is in a safe place now were no more harm can be done to him.

He should be thrown from a moving vehicle as well, you are sick.

i just realized, the kids last name was Murray Jr & this guys name is McTear Jr…so he just really hated her that much to kill her baby? was it because the baby wasn’t his? what was the motive???

i agree w/ u southfan, it’s not all the agencies fault. too many girls go right back to their abusers. the agency should have reported the threat though but, even if they did…that paper wasn’t gonna stop him from kidnapping the baby. ANGER MANAGEMENT in school systems should be a mandatory class. this guy had some serious issues!

“THEY” missed the boat? What about the judges who allowed the man to walk the streets? What about momma who hung out with the violent criminal? What about Law Enforcement who is charged with using their big guns to ENFORCE laws. Why are case managers responsible? I think this is tossing blame and hoping it lands on anyone but a bereaved momma and those who allow a criminal to walk the streets. Restraining orders do not keep someone from acting out violence. Are they saying because there was no restraining order, police could do nothing yet some caseworkers are supposed to intuit this man was going to KIDNAP the child and magically protect and defend?

I’d say they missed the boat on this one.  What a shame that a state agency failed on this one.  Something should have been done once she made the claim of abuse and threat to her child.  The fact his record was overlooked was a grave oversight.  There are state workers who dropped the ball and should be fired and maybe face some sort of penatly.

Is it because so many people have abused the system and cried “wolf” so much that it has lead to the judges not taking each case seriously?

It’s a fact, domestic violence has been on the rise for years and it’s only bound to get worse w/the economy.

That makes two people, TWO killed in the last month because the judges set a “hearing” a month away to see if it’s a legit claim.I understand why they have to do that, but where’s the protection for that entire month? Why does it take so long to hold an emergency hearing? Why cant they appoint a judge specifically for protection purposes?

It’s just sad that people have to pay with their lives to show just how broken the system is. They focus more about people IN jail than the people who are on the streets that are a danger to ANYONE at ANYTIME while there.

Talk about Bass-Ackwards!

Spreading the blame now? How would an injunction actually keep a violent person from causing harm?
