16-year-old daughter bit her when she tried to take the girl's cell
phone away.
A deputy found the woman with two sets of teeth marks on the top
of her hand, both with dried blood. The mother says she tried to
take the girl's phone as punishment for breaking curfew. Deputies
say the girl bit her mother to force her to release the phone.
The teen has been charged with misdemeanor domestic battery and
violation of probation.

Well Mississippi there are ways to get around most of what you are talking about and basically just you and the parents are involved for about 90% of the time and it seems to be compatible with what DHR wants which is the welfare of the child and it frees up DHR to concentrate on other and more needy cases and since they have a limited budget every little bit saved helps them to look after another child.
