MERCED, California - A man whose legs are amputated says police used a stun gun on him twice and violently manhandled him even though he was unarmed.

Police internal affairs investigators in Merced, Calif. say they're looking into the complaint by 40-year-old Gregory Williams, who was arrested Sept. 11 on suspicion of domestic violence and resisting arrest, according to the Merced Sun-Star.

Williams and witnesses say officers tasered the wheelchair-bound man twice, then left him handcuffed on the sidewalk in broad daylight, with his pants down.

Williams spent six days in jail before prosecutors said they lacked evidence to charge him.

Merced officers said in a police report that Williams was uncooperative and refused to give his 2-year-old daughter to Child Protective Services.

The police department has declined further comment to the Associated Press, pending the internal investigation.

JOESPKN-to answer THAT question-follow any thread that is in any way LE related-and there are the “usual” anti-LE folks on here. This one has been tame in comparison. Actually, I am surprised no one has called me out for not calling the guy a thug, or saying that I always side with LE (which is “usually” true),but that is because I have a little more insight into LE than the common IT techie.(dougie). Anyway, hard to say on this one-could have been justifiable,maybe not-thus my darned if you do,darned if you don’t comment. Some of the one-liners were probably sarcasm, related to the never-ending anti-LE sentiment by some too. Of course,we’ll never get the full story,or the outcome of the IA investigation-so this will be end of story-as usual.

Carl Rm like your analysis of the skimpy reporting of this sad but true event. I obviously was not there I have no “GREAT INSIGHT” to this incident was just curious as why some of the posts or one liners was so anti LE.

I don’t agree with the “darned if you do, darned if you don’t” theory. According to the report he wasn’t obeying the officers so I feel that at that point they need to use whatever means is neccesary to control the situation. I applaud them if he was not abeying their orders.

OK-JOESPKN-I’ll give my opinion.But first, I do agree with the upper body strength factor. Had a patient once that was amputated above the hip,but dang at those muscles in their chest and arms. Could a put a whooping on someone,I’m sure. Probably,use of pepper spray would have been appropriate. Not saying the taser WASN’T, given the limited info here. Several officers could have restrained and cuffed each arm to the wheelchair armrests. Again,that “may” have been tried-we don’t know. Still go back to the wheelchair tipping as a possible scenario though.lol So now, what would your suggestion be? BTW-I think if the CHILD,or officers were in any danger at ANY point, WHATEVER force was necessary,was appropriate.Kind of feel like this is one of the stories that you are darned if you do, and darned if you don’t.

I believe I would have made a better effort to talk this man down from all this anger first and used the taser as the last response when all else failed.It’s hard to come out smelling like a rose when dealing with any handicapees and should be given a certain amount of thought before any actions.As I said I wasn’t there but just from the report I wouldn’t give this officer the OFFICER OF THE WEEK AWARD.I believe their dept. would have to take a negative mark on this one,but I’m sure they have more positives than negatives and that’s what counts.

Well, we can’t have unarmed legless men just running wild in the streets!  Hmmmmm…... never mind.

Very interesting replies to my question, this wheelchair bound person has more upper body and arm strenght than most of you give him credit for, but how do you restrain him and effect an arrest?
