MONTGOMERY, Ala. (AP) - Alabama can again claim to have thenation's lowest state and local tax collections per person.
New Census Bureau reports for fiscal 2006 show Alabama's state,
county and city governments collected $2,782 in taxes per person.
The national median was $3,700.
Alabama's state, county and city governments collected $12.8
billion in taxes in fiscal 2006. Their collections were $918 less
per person than the national median. If they had collected the
median, Alabamians would have paid an additional $4.2 billion in
taxes.
The Public Affairs Research Council of Alabama reports that the
state has held the lowest spot for more than a decade.

The below stats are not per person and only reflect earned income and not property taxes or etc. But I think you will get the picture.
According to the 2006 Census Bureau the average median household income for Alabama was only $38,000.00 a year. By the way that ranks Alabama #43 of 46 states. ALMOST DEAD LAST. The average for the USA is $48,200.00. Highest median household income is New Jersey at $68,000.00.
I would not make it sound like Alabama is where to go or live to pay lower taxes.
You make less you pay less taxes. DUH
