Mobile Traffic Stop Leads To Chase And Swim

Alabama Mobile  Police say it all started because of a tinted window violation.

MOBILE, Alabama - It started with a traffic stop and ended with a chase, two women hurt, a swim, and an arrest in midtown Mobile.
And, you may have hard time believing how the whole thing started.
Mobile Police said Carlis Howard was arrested on a number of charges after a car chase Friday afternoon that started at Dauphin and Florida Streets.
They said Howard was, according to Police Chief Lester Hargrove, "stopped by traffic officers for a tinted window violation."
Police said Howard then led them down Mobile Street in the wrong direction near Fillingim Street and hit another car with two women inside.
Hargrove said, "Their condition is not life-threatening. It was two females: a mother and her daughter."
Police said Howard then got out of the car, ran off, and, according to Hargrove, "he jumped over into Three Mile Creek and started to swim. He swam across the creek and into another person's yard where we captured him."
Why did police continue the chase?
Corporal Charles Bagsby with the Mobile Police Department said, "Once that individual flees, and jeopardizes the public safety, we attempt to make it a priority of stopping the individual from hurting and causing any other safety issues with the immediate public."
Howard said one thing before going to jail.
He said, "The police beat me up."
Bagsby said, "We did not cause any injuries to this individual."
Police said Howard faces a number of charges.
They said he had a loaded gun and marijuana in his car.
Police also said an arrest warrant had been issued for Howard for property theft.

OMG! I just had a thought….do ya think the police chased him, BECAUSE he RAN????? Maybe they weren’t chasing him for “illegal tint,” jqh. OMG! He RAN because he had something to HIDE and the good cops knew that! INNOCENT PEOPLE DON’T RUN!

Get it through your head-the criminal is the one responsible for the chase-not the cops. The cops could have pulled off and he WOULD still be running! Some people are so naive!

jgh-what makes you think this is a “bad cop.” Obviously,you have no clue about LE issues and what they deal with every day. Illegal tint in and of itself may be a misdemeanor,so why would someone RUN? The cops didn’t MAKE him RUN! He CHOSE to run. He CHOSE to drive recklessly and hit the other car, then he CHOSE to dive into the creek. Perhaps it is not getting through to you,people steal cars,they borrow cars, they switch tags and any number of other things to ALLUDE police. Do you think this guy was any different. He obviously didn’t want to face a “misdemeanor” ticket and get rid of his drug thug tint.

I don’t claim the guy is a saint.  If you think putting that mother and daughter in the hospital was worth the chance of apprehending someone committing a misdemeanor, then we’ll just have to agree to disagree.

Whether it was failure to stop at a stop sign, busted tail light, speeding, too dark tint, whatever, it will never justify endangering those people’s lives for me.

There are dozens of arrests made each week, shown on the county website, for the 3 offenses of 1) no tag or switched tag 2) no insurance 3) revoked or suspended driver license.

You can drive almost anywhere in Mobile and see cars speeding by with no tag displayed.

For those who say police should just get the tag number, more than likely the criminal element will not have a valid tag on the car.  If the police do not stop the criminal right then, he will get away clean.

If the cop in this case had not chased this fine upstanding citizen, he might have gone on with his life until the gun was used, the drugs sold, or worse.

As it is, he is now safely in jail on 8 charges.

1)obstructing justice using a false id
2)leaving the scene of an accident with injuries
3)attempt to elude police
4)reckless endangerment
5)possession of a pistol without a permit
6)resisting arrest
7)1st degree possession of marijuana
8)1st degree possession / receiving controlled substance

I did not see a charge for tinted windows.  I guess they let that one slide.

I’d say this chase was justified as it got drugs and a gun off the street, and another thug in a cage.

1.  Mobile PD engaged in a high speed car chase with only knowledge that the person they were pursuing had tint that was too dark.  I’m pretty sure that’s a misdemeanor at worst.  While he was a criminal with other offenses, he just as well could have been innocent of any other charges.  Do you think that a police chase is warranted for someone whose tint is too dark?  The police are not infallible and you are a fool if you believe they are.  I think a good policeman would have made a responsible decision to get the tag number and do some detective work rather than a bad cop who decides to re-enact all his favorite police movies for a thrill.

2.  What sort of people want to amputate limbs and castrate a person for committing a crime?  Incredibly hateful and uncivilized.  That’s like something that would be done in the middle east, not in America.  Here we incarcerate people for crimes, not maim them.  I’m glad that you people aren’t the lawmakers.

It is a felony to run when that results in injury. Should that not be deterrent enough? I’m sorry,but the bad guys are going to run regardless of whether there is a chase or not. You can have all the info you listed,but it is completely worthless if it is NOT accurate. I agree 100% with what beacon said. And I also know that people are very mobile today-what may be listed as an address is not always current,or correct for that matter.If people don’t WANT to be found-they aren’t going to be.If you are a LAW ABIDING citizen,then a traffic stop,regardless of the reason,should not cause you to bolt. Yes, I crank my radio up too loud sometimes-and if I got stopped, I’d take my ticket-not flee.

As to this being a stop for “illegal tint,” has the poster who claimed that was idiocy ever considered WHY one may HAVE illegal tint???? Duh! Again-law abiding citizens, with NOTHING to hide-don’t have a thing to worry about,now do they?

OK Beacon 78, I understand where your coming from. These scumbags need to be stopped. You have made your point. BUT, there has got to be a better way. If a law was passed making it a CAPITAL CRIME to run from the law - NOT DEATH but AMPUTATION of some functional body parts- this may be a deterant. If we can have health insurance jammed down our throat, surely we could get this passed. Too many people are being injured or killed by these chases. In the past 2 months, this is the second time in MOBILE ALONE! And by the way, I am NOT hiding behind my computer screen, I am posting a comment about a news story, and stating my opinion. As far as being scared or a criminal, I am neither. I am a 63 yr old white male, been around the “BLOCK” a few times, and would match my credentials against yours any day. Your “Ride-along” comment signifies your relationship with law enforcement, but your anticipated bravery DOES NOT stop innocent people from being maimed or killed. Enough said—End of conversation!

DNA? Where do you suppose they get that from? Maybe he’ll pull out his hair and leave it on the seat for them. Don’t chase? When is a good time to chase? When the guy has committed a murder? How are the police going to know whether he is a murderer or not if they aren’t even able to make contact with him? People run for a reason. It’s not because they did nothing wrong and feel they can just drive away. You people are shifting the blame from the real criminals to the police. Why? Because a subject decided that he is above the law and doesn’t have to obey the laws of this land. Get a tag and go pick him up later? Really? Because everyone drives a car that is registered to them, right? What if the vehicle is stolen and the officers’ haven’t discovered that yet? Maybe the guy just killed his wife and kids and believes the police are stopping him for that reason. According to certain people on here the police should just let him go. He hasn’t committed a real crime. He just didn’t want to stop for the police. Why should police be charged with murder? The criminal decided to run. He is the primary aggressor of the situation. Quit criticizing the police from behind your computer screen. If you want real insight go do a ride-along. Most of the naysayers are probably too scared or criminals themselves.
