Is School Money A Loan Or A Gift?

Alabama Mobile  Mobile City Council delays decision for at least two weeks.

Would you accept a $2 Million loan if it was offered to you?
You might not if you knew you couldn't pay it back.
That may be the dilemma the Mobile County School System faces soon.
Mobile Mayor Sam Jones said he wanted to give $2 Million to the school system to make up for losses created by the most recent annexation.
But a Mobile City Council committee this week said it wants to call those checks a loan instead of a gift.
On Tuesday, the full council decided to postpone voting on the issue for at least two weeks.
Tuesday afternoon, Mobile County School Superintendent Dr. Roy Nichols held a news conference and said, "You can't imagine how disappointed I was this morning when I found out that they (council members) were thinking about making that a loan."
And Dr. Nichols also talked about what would happen if the council decides that the $2 Million is a loan.
Nichols said, "If they make us pay that back at some point in time, that means twenty teachers would have to lose their jobs."
After the council's decision, Mayor Jones said council members didn't have details on how he arrived at deciding the money should be a gift.
He said, "We will give them that detailed and specific information over the next week and sit down with them and really try to clear up any question they might have about it."
But school board members may have to answer a difficult question soon.
If the city council says the money is a loan, not a gift, would school board members accept it?
Board Member Ken Megginson said, "I've been pondering that and I'd really have to consider it very seriously."
As for the money, Council Member Connie Hudson said the council is the governing body of the city, not the mayor, and that he shouldn't be making some of the promises that he does.

If every registered voter in an outlying community had a say in annexation and that was what the majority wanted, I would just live with it or move.  This business of wiggling lines around on a map to lasso a very small group of voters stinks to high heaven.  Dow would have never gotten away with such a bold and divisive tactic!

The best shot for these newly annexed areas to get anything done that was promised is between now and August.  After that, they can forget about it for 4 years.

An editorial by the Press Register staff appears in today’s paper about this issue and how it could affect future annexations by the city of Mobile.  This money was promised by the mayor as an enticement for people to vote for the increase in taxes that they were voting themselves by agreeing to the annexation.  As regards future annexation attempts by the city of Mobile, I myself will not agree to an increase in my taxes for *any* reason. The city does not offer me anything that I want, especially more rules and regulations.  I hope that people will think about the economy and their finances when the city tries to lure them in next time.

Thank you Southfan   Waste start at Barton Academy, i understand that they are overstaffed. Cut salaries and start at the top.  I’m like you why do they always get rid of the most important people? Not the highest paid? If maintenance was properly done they wouldn’t always have problems.
I bet all of us could fix it if they just asked us.  LOL

Why do they always bring up getting rid of teachers in order to meet budget? There is plenty of waste in our school district. Waste that needs to be addressed. In your own home, do you do regular maintenance on your HV/AC or do you replace it at a HUGE COST?

Hahahaha…funny KxVicious…lol. I wouldn’t count on them paving Old Shell though because Freddie and Sammy don’t travel down Old Shell, so, in their eyes, there is no need to pave it.

The city tricked people into voting themselves a tax increase just so that they could buy a moonpie model, fix up the immediate downtown tourist area, and lure people to downtown, while at the same time neglecting major portions of the city that need renovation and repair. They also made it a point to ignore the citizens that voted them into office and did not help the needy or the food banks.  If the annexation push comes up again, I will not vote myself a tax increase, no matter what they tell me.  After all, they are polititions and we expect them to lie. The schools will always get the short end of the stick because, as the mayor said, they (the mayor and city council) are not responsible for the schools. This is another way of saying that our kids education doesn’t deserve the support of the city leaders, even though the economic conditions are bad and they are getting loads of money from the annexations. Elect people who care about both Mobile and the citizens!!

DON’T FORGET THAT THIS IS AN ELECTION YEAR!

From what I remember, the Mayor pushed through this questionable annexation by making some promises.  If the council does not honor those promises, then kick them all out in August!

Word is that Jones is pushing hard to get some projects underway before August for appearance sake.  One is the 8 million dollar project on leased land at the airport.  The other has to do with development in that Theodore neighborhood that voted the annexation through with 400 votes.

That’s all well and good, but I do hope they are watching revenues from property sales, new construction and sales tax.  I don’t think Mobile has felt the full brunt of the economic downturn, but it is on the way…...

It’s Fred Richardson’s money too baby…he can spend it however he sees fit…yeah man. Maybe he can pour some water on that giant moonpie and make that $9000 grow to $2 Million. You dig what Sammy and Freddie are dishin’ out, baby? Yeah…
