A Grand Bay woman claims her boyfriend would still be alive if the Mississippi Highway Patrol had handled an accident differently. Carolyn Raines' boyfriend, Alex Bailey, was involved in an accident last month on I-10. Raines says the officer on the scene thought Bailey was drunk when really he was having a stroke. Raines says Bailey was taken into custody and three hours passed before he got medical treatment. Raines says by that time it was too late, "I just want first responders to be made aware that there are other reasons besides D.U.I. or on drugs that people can act like this," said Raines. We wanted to get the Mississippi Highway Patrol's side of the story. But, a lawyer for the Mississippi Department of Public Safety said they have no comment because there may be pending litigation.

You sit here and tear my mother apart and think you know everything…well u dont treason…first of all Alex would be hurt that you are attacking someone he cared for dearly. I know he loved my mom as well as me and my kids not to mention so many family and real friends whom know my mom is only trying to educate about what happened to him. Last time i spoke with Alex he told me he loved me…so say what you want but remember practice what you preach and if you wanna say something to my face email me or better yet call me. But fine…you can all parade around as concerned friends.  I’ve already said it before:  Where were you when Alex needed a friend?  He was only so depressed because he was so alienated for everyone.  I don’t want to talk to any of you.  I don’tI didn’t go to the “memorial” at the Mexican restaurant because it would have been too much to swallow to see everyone drinking margaritas and remembering “the good ole’ days”.  So whatever.  Be the “better friend”.  I know my relationship with my friend, and I know that he is gone.  I am absolutely sickened by all the blame surrounding his death.  Why can’t you just celebrate his life?  Why do you have to make someone else feel responsible for what happened?  It must just be guilt.  I am done with those he left behind.  It’s the most ethically insensible thing I’ve ever heard of.

How do you expect to reform policy by taking away its funding?  If one sues a public agency for reparations, then where are they going to get the money to train the paramedics as well as you all have apparently been trained?  Alex was definitely for education.  NOT milking the system.  If you think suing will do anything you’re wrong.  It will only create a disability within the officers and technicians whose primary goal is to keep us safe.  To my knowledge, there is no petition in circulation, no “Alex Bailey Fund”...just a bunch of hands held out to the state’s wallet.  What I’m trying to convey to you is that you don’t need a law/medical degree to know these things.  It should be common sense.  It appears people lack that these days.  Stroke signs are equivalent to signs of drug use.  The key element in surviving a stroke is IMMEDIATE assistance.  It’s the 3rd cause of death in this country.  Don’t blame society for not interfering with God.

How exactly do you think I’m taking advantage of him? or his “friends” as you say for that matter? all his friends and loved ones are grieving. They all loved Alex very much. Like i said before if you would like to discuss this in a more private manner, we are willing to speak with you. If you think that Alex was depressed then why didn’t you mention it at the memorial?  While on here you should take into consideration that this is not a place to turn words around to suit your needs. Whatever issues you have with Carolyn or the family and friends should be left off of here. If you would like to support the issue at hand then feel free.  BTW, what medical field or law degree do you have to make you think you know so much about this? And, since you think you know ALex and his family so well, have you spoken to them lately?  You know its kinda “funny” you say your all about an educated public, and thats all we want out of this. If you knew Alex you would know he’d be all FOR education.

Ok, can someone please explain the difference between “lobbying for awareness” and “suing”?  I am tired of doing so. 
just_to_clarify: I never stated otherwise.  I did, however, vehemently declare that Alex would NOT have wanted everyone to try to sue the MSDPS for doing their jobs.  What has happened to Alex is a tragic mishap, not an intentional act of negligence OR a case in which the first responders are extremely undereducated.  You can’t just go sign up to become a medic.  There’s schooling-THOROUGH schooling-that is required.  Otherwise you could get sued for operating as a medical practitioner without a license.  [see mustuknow’s comments below]
You can’t be sued for preventing someone medical care if they do not appear in need of it.  You can harbor a guilty conscience if you like, as it appears Alex’s “friends” are doing.  BTW, where were you all when Alex was calling saying that he was alone and depressed?  You people will never stop taking advantage of him, will you?

Viewers, Carolyn Raines is not suing the state of Mississippi. The Alex Bailey family is. Carolyn did not go to the media for ANY personal gain. Her intent is only to educate ALL first responders nationwide. This is not a money issue for the family, the whole family makes enough money without a lawsuit. This suit is only to provide education and training nationwide. This issue is being brought to the attention of all viewers to bring a better understanding of not only stroke but to diabetes and heart attacks. Minutes matter in all these cases and can happen anytime and anywhere.A personal note to Voice_of_treason apparently you did not know Alex as well as you think you did. If you did, you would know Alex would want education provided to all responders for the possibility of special cases like these. this is not a place to attack a person personally. Your opinions about Carolyn and Alex’s relationship should either be kept to your self or taken up in a more private discussion.

In the State of Mississippi the next of kin to an unmarried person is first of all any children, secondly any living parent(s) and finally a sibling.  If this gentleman did not have a child, then his parents would be considered the next of kin if they are living, if not it would be his siblings.  MS is a per stirpes state when it comes to the death of a person who dies without a last will and testament and as far as a power of attorney, that becomes void at time of death of the grantor.  So even if the girlfriend had a power of attorey it is null and void now, a power of attorney allows one to speak on behalf of someone in their absence not their death.  So the girlfriend has no legal standing in this matter other than to stir up opinions in a public forum or maybe get some news media outlets to air her message and concerns.

I’m sorry sweetnsour was asleep at the wheel here.  I noticed that the girlfriend made a comment.  However when the MHP did not comment based on the possibility of pending litigation I figured that the immediate family, blood relatives would possibly be suing.  A girlfriend cannot sue because she has no legal rights unless she is deemed a “common law wife” which I don’t think applies in this situation.  I am truly sorry for the family that lost their brother, son, father, uncle but I you are the girlfriend you have no legal relationship with the victim when you sue you have to have legal grounds and she has none. Correct me if I’m wrong, I’m sure you would do that anyway….

As a FIRST RESPONDER in the State of Mississippi we are trained to recognize the signs and symptoms of a stroke, HOWEVER, only a NEUROLOGIST can confirm that is actually what is going on.  MHP officers are trained in basic first aid and also in recognizing drivers with impairment.  Everytime a person is stopped on suspicion of DUI the officer cannot call for a first responder or an ambulance, simply there are not enough of either to run traffic stops along with the 911 calls that come in.  I do not know this young man who died but I truly am sorry for his death as I am sure the officers involved are also.  The one thing I wish all would remember is that there are exceptions to EVERY RULE, and that applies in this case.  Slurred speech can be a sign of many conditions, criminal and medical, so to say he should have been given medical attention sooner because of slurred speech is like saying someone should be tested for AIDS just because they have pneumonia.  Not everything is as it seem
