Gov. Riley Announces More Cuts To Education Budget

Alabama Education  Riley said tax collections for education have dropped 10 percent since December. But the cuts could've been worse. Riley took the remaining $116 million out of a state rainy day fund to help ease the financial hit.

MONTGOMERY, Ala. (AP) - Gov. Bob Riley has increased cutbacks in
the state education budget because of declining tax collections.

Riley had declared 9 percent proration in December. But he
increased it 2 percentage points to 11 percent on Friday.

Proration is the process of cutting appropriations when revenues fall short of projections

Riley said tax collections for education have dropped 10 percent
since December. At the same time he increased proration, he took
the remaining $116 million out of a state rainy day fund to help
schools from having a worse spending cut.

Riley says the latest cutback means the state will spend $5.7
billion on education this fiscal year. That's down $1 billion from
fiscal 2008.

After the most recent annexations by the City of Mobile, there were discussions about whether the City should pay the school system for some of the money the school system was losing thanks to annexation.  Did the schools ever get that money?  There were discussions as to whether it was to be a payment or just a loan and the amount was $2 million, though no doubt the schools lost more than that.  The loss of funds due to proration hurts but it also hurts the schools when the city annexations more businesses.

Maybe a poor choice of words on my part saying state workers instead of the politicians and others on the state payroll,but still state workers non the less,and for the record I know a few who have taken a 100% pay cut,not just not getting a raise,and now trying to make it on unemployment while the senseless spending goes on.

kgturner, I can’t speak for carl, but I interpreted his post as referring to Politicians rather than State workers like yourself. It seems like politicians are the only ones not feeling the economic crunch, and the only ones who keep getting raises. I would be willing to bet my last dollar that Riley has not voted a pay cut for himslef, regardless of what he says publicly. I am also certain that the politicians in Montgomery are making more this year than they were last year. I wonder where all of our tax dollars (that pay their salaries) are going then since we have such a shortage…?

carl is a f-ing idiot if he thinks state workers are living high on the hog. since riley’s been in office, he has frozen merit raises and cost of living adjustments for all state employees for 3 full years and he’s about to make it a fourth. by the end of next year, i will be earning almost 20% less than what i should be earning based on my evaluations. why don’t you take a 20% pay cut and tell him how good you’re living?!

Hmmm, you bring up a good point about the ilegals.  But don’t expect anything to get down about them for atleast 3 and a half more years.  America has the wrong president.

Now that the minimum wage has been increased you will see more layoffs and less tax revenue and soon to be more tax cuts.  It’s only going to get worse, just wait.

Riley is too worried about people gambling with his buddy Troy King.

He wants to stop gambling, and cut the education budget at the same time.

You think its ridiculous now; wait till October for the new budget.  They are talking about cutting more teachers, which means packing more students in the classroom.  All Riley is worried about is funding his programs 100%.  He could care less about the teachers and he has proven that with his budget.  Apparently he thinks the programs are more important than having a qualified teacher in the classroom.  Look at the current budget and see how much he spent on programs.  From my understanding the AMSTI program budget was increased while teacher fee money was cut.  This means the teachers will have to buy everything needed for their classroom (printer cartridges, copy paper, art supplies, etc.) out of their own pockets.  Now he wants to take benefits away from the teachers but leave all the programs funded 100%.  Yes, I am a teacher and I don’t know how our school system can take any more cuts.  Parents need to wake up and start calling their legislators!  Something has to be done before we no longer have an education system or teachers in the classroom.

All of you have hit the nail on the head simultaneously! Where does all of our tax revenue go? Everywhere but the places it should. These politicians, government officials etc. are blowing through it faster than they can make new laws to increase taxes! So, at what point do we say “enough”? Where does it end? The salaries that these people make are just obscene…add to that all of the back door deals and tax payer funded perks, and you will start to see the endless greed that consumes our tax dollars. It is kind of depressing, really, to know that we will fund the extravagant lifestyles of these people for the rest of our lives and we will never see the benefits of it.
