With Mobile City Council Members scheduled to discuss annexation Tuesday, some council members talked to News Five Monday about their thoughts on Mayor Sam Jones plan to help Mobile schools.
The mayor says in fiscal year 2008 to 2009, he's proposing the city offset dollar for dollar any loss of the half cent sales tax money earmarked for the Mobile County Public School System.
When asked about the idea, Council Member Fred Richardson said, "It would appear that they may have lost some revenue through annexation. We haven't really annexed anything yet, but I think it's a good gesture on the mayor's part."
Council member William Carroll also said he supports the mayors plan to help the school system.
Carroll said, "I think its an excellent idea. It re-assures the school system that this annexation is going to be even more positive than the last one. Every time you do something, you learn something in a way that you can enhance it the next time you do it. This way, we're doing something that's extremely positive on both ends."
Several council members said they weren't able to give on camera interviews, but talked to News Five over the phone.
Council president Reggie Copeland said he supports what the mayor is doing and that he doesn't want to hurt children.
Council member Connie Hudson said she wanted to wait until the council meeting before saying anything about the annexation plan.
Council Member Gina Gregory said she wants to see details of the annexation proposal in writing and listen to both sides of the issue.
News Five was not able to talk to Council Members Clinton Johnson and John Williams.

We need an update on this issue—What is the latest info?  Is the City of Mobile going to give this money back to the schools if the annexation passes?  This needs to come back out in the news—the Mayor “proposing” to do something isn’t the same and the City Council making a motion and all voting that officially it will happen.

BamaBob you are correct.  I was thinking pay increases for the Mayor and his partners in crime.

I don’t think the average city employee is seeing anything out of annexations.  I think most of it goes for pet projects, such as spoofing up Broad Street and getting new drapes for the mayor’s office. LOL

Here is my idea of what the Mobile City Council meeting today will be like.  So if we annex this portion of the county we will increase tax revenue?  Ok we approve and we are setting an amendment next time to talk about a pay increase of city employees.

I think this needs to be addressed and made public!!!
. Code of Alabama; Title 11; Section 11-42-2; (10)
. No platted or unplatted territory shall be included within such boundary unless there are at least two qualified electors residing, according to a government survey, on each quarter of each quarter section or part thereof of such platted or unplatted land who assent thereto in writing by signing said petition, together with the consent of the persons, firms or corporations owning at least 60 percent of the acreage of such platted or unplatted land, such consent to be signified by their signing said petition. Proof of residence and qualification as electors of petitioners and of persons affected shall be made to the judge of probate by affidavit or otherwise, as he may direct.

Still wading through all the gobbldgook of Title 11 of the Code of Alabama, but this one sub-section looks promising.
. Code of Alabama; Title 11, Section 11; Subdivision 8:
. The result of such election may be contested by any qualified elector voting at the election in the manner provided for contest of general municipal elections, making the city or town the contestee. The city or town at whose instance the election is held shall pay all costs and expenses incident to the election.

I agree with Judy H how do you make promises to
pay back something when you do not have the funds to pay it back. Pay back the debt you owe to our
School System. Before you Make more debt for them.
Think about it you say that you are going to ask the legislature to pass a bill so the schools will
not lost any money. Why not table all Annexation plans until this has happen . We all know the legislature do not meet until next year. Just cool you jets!!Until then when the law is change and the Mobile County School System will not lose and Our Childrens Education are safe. Then Go to
your drawing borad and see if people want to come in to the City of Mobile .
You in The City say the County pepole do not pay enoungh in taxs and that we use City service.
I have news for them I come to Mobile to every weekend to Shop. Plus I pay 2% on everything I buy in the County. Why should I pay more when I
Do not recive all the City services.

Let him pay back what he has already stolen from the school system.  He just sounds like other politicians “saying” words to get what he wants.  I guess it’s like the paving of Old Shell Rd, that he backed out on right after he won the vote in Mobile Terrace.  Why doesn’t the media report on that.

Exactly hfloyd.  Promises Promises…. and empty ones at that.  Too bad the residents in Mobile Terrance didn’t get some of those “Promises” in writing before they voted YES to Mr. Jones’ annexation.

Has the City’s finances improved so much since the time the Mayor refused to give back some of the revenue from the Schillinger Road annexation to the schools, citing that the City had its own financial hurdles.  It seems he is trying to be more generous in the face of stronger opposition to annexation. Unfortunately some just will rubber stamp what the Mayor wants.
