According to a memo obtained by News 5 (see below), Kansas Congressman Todd Tiahrt is introducing legislation Thursday that would require the Air Force to rebid the $40 billion tanker contract. In February, that contract was awarded to Northrop Grumman/EADS. But Tiahrt, who used to work for Boeing, thinks the Chicago-based company should have won.


KC-X TANKER RECOMPETE LEGISLATION:  TO BE INTRODUCED TODAY

American Tanker Colleagues:

Mr. Tiahrt intends to introduce legislation around 2.00 PM TODAY regarding the KC-X Tanker contract.  Given the GAO vindication of our efforts to reverse this decision, it is clear that the current contract to EADS must not stand. This legislation will force the Department of Defense to recompete the KC-X Tanker contract under a fair process. 

Under the new competition, the Department must consider national security and industrial base concerns.  It would also expand the Foreign Corrupt Practices Act to foreign companies, require an independent cost estimate, and ensure the Department considers the impact of additional regulatory burden placed on American companies, but not foreign competitors. 

****The legislation would only take affect if the Pentagon fails to direct award the contract to The Boeing Company.****

But, I have this feeling that either Boeing, or EADS/NG, will protest the contract award with the GAO. I have no respect for those of either company that go crying when they don’t win, or think their product is exactly what the USAF needs, even if the USAF doesn’t know that. That is why I mentioned the CSAR-X program. The protest there by Lockheed/Martin has cost the warfighter valuable time in getting a new weapons system. So, don’t tell me that LM supports the troops.

here’s more For American,They have also decided to use a different boom (Gen 6), wing and centre systems than the Italy and Japan 767 aircraft. So all the flight testing to date for the 767 tanker is basically useless for the USAF contract.

A military pilot may need to accomplish a dramatic maneuver to avoid anti-aircraft artillery or a missile shot — and in an Airbus aircraft, the computer physically restricts a maneuver that is outside the parameters established by lines of code in a computer program.

I cannot imagine a computer limiting a maneuver before the desired effect was obtained. There will be no such limits on the KC-767. The pilot will have full authority over the aircraft.

I talked to my sister in North August, South Caroline.  She’s heard nothing about this.  We need to get the rest of the country envolved especially the Gulf Coast.  The influx of jobs (American Jobs!) would really help those displaced by Katrina.  This is exactly the shot in the arm this area needs.  Come on Washington you have enough (Mircosoft & Boeing) don’t be glutens!
